Reports to: Plant Manager
Supervises: Shift Charge Engineers, Control Room Operators, Operations Technicians, and Auxiliary Operators
Position Overview
The Deputy Plant Manager (Operations Focus) supports the Plant Manager in overseeing and ensuring the safe, efficient, and reliable operation of the 65 MW reservoir-type hydropower plant. This position focuses on managing plant operations related to power generation, water storage and release, grid coordination, and compliance with dam safety and environmental standards.
The role provides technical leadership to the operations team, ensures optimal use of stored water resources to meet generation targets, and maintains strict adherence to operational procedures and safety requirements. The Deputy Plant Manager acts as the second-in-command and assumes full management responsibility in the Plant Manager's absence.
Key Responsibilities
1. Operational Management
1) Supervise daily operation of turbines, generators, gates, spillways, and auxiliary systems to ensure reliable power generation.
2) Monitor and control generation parameters (head, flow, reservoir levels, and output) in line with the water management plan and grid demand.
3) Coordinate water storage and release schedules with the hydrology and dam safety teams.
4) Oversee control room operations and ensure compliance with Standard Operating Procedures (SOPs).
5) Ensure real-time monitoring of plant systems through SCADA and other automated systems.
2. Reservoir and Water Resource Management
1) Support the development and execution of reservoir operation plans considering inflow, demand forecast, and seasonal variations.
2) Monitor reservoir levels and forecast hydrological conditions to optimize energy generation and dam safety.
3) Coordinate with water management authorities, irrigation departments, and environmental agencies regarding downstream water releases.
4) Ensure operational decisions are consistent with environmental flow requirements and flood management policies.
3. Coordination and Communication
1) Collaborate with the Maintenance Department to schedule equipment shutdowns for inspection and repairs.
2) Coordinate with the Power Dispatch Center for grid synchronization, load adjustments, and planned outages.
3) Maintain effective communication with the Dam Safety Engineer and Civil Engineer for structural integrity monitoring.
4. Safety, Health, and Environmental (SHE) Management
1) Enforce plant safety protocols, lockout/tagout procedures, and emergency operation plans.
2) Promote a strong safety culture among all operators and technical staff.
3) Ensure environmental compliance related to reservoir operation, sediment control, and aquatic ecosystem protection.
4) Participate in dam safety and emergency preparedness drills.
5. Team Leadership and Development
1) Supervise and mentor the operations team to ensure competency and discipline.
2) Conduct training sessions on plant operation, water management, and emergency procedures.
3) Evaluate performance of operations staff and provide feedback and development plans.
4) Ensure adequate staffing and shift coverage for 24/7 operations.
6. Reporting and Performance Monitoring
1) Prepare daily, weekly, and monthly reports on generation, reservoir levels, and operational performance.
2) Analyze operational incidents, generation losses, and deviations; recommend corrective measures.
3) Maintain records and documentation related to operational events, maintenance coordination, and environmental monitoring.
7. Emergency and Contingency Response
1) Serve as Deputy Leader of the Emergency Response Team (ERT).
2) Manage operational response during abnormal situations (floods, equipment failures, or grid disturbances).
3) Coordinate emergency water releases in accordance with dam safety protocols.

คุณสมบัติผู้สมัคร :
1. Bachelor's or Master's degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, or Hydropower Engineering.
2. Training in power plant operations, dam safety, or water resource management is an advantage.
3. Minimum 8-10 years of experience in hydropower plant operation, including 3-5 years in a supervisory or deputy management role.
4. Proven experience in reservoir-type hydropower operation or similar power generation facilities, And Strong understanding of dam operation, flood control, and hydrological monitoring systems.
5. Comprehensive understanding of hydropower systems: turbines, generators, gates, transformers, and SCADA systems, And Expertise in reservoir operation planning and hydrological data analysis.
6. Strong skills in plant performance monitoring, data interpretation, and operational optimization, And Excellent leadership and communication skills for coordinating cross-functional teams.
7. Good understanding of safety management systems and emergency preparedness, And Proficient in MS Office, SCADA systems, and maintenance/operation reporting software.
8. Fluency in English required; Lao language proficiency is an advantage.
